Rashkin compared the terror under Putin to the Oprichnina under Ivan the Terrible, that involved executions and expropriation of property all designed to consolidate Ivan's absolute power. In a bit of hyperbole, Rashkin even claimed that the current repression exceeded the Stalinist terror of the 1930s.
