100%. I’m suspecting that there were some serious legal stipulations in any PPP money / “COVID” hardship funding. E.g. on how they could use the cash, if they could fire people, etc. Remember who was divvying up that cash - the US Treasury because Trump daddy said no no no to the Fed on doling out the funds
