Book early but make sure refundable, this is always the cheapest option.
If needed take an antigen test, with no vax that's what's needed already for international travel. Sites are everywhere, it's a simple swab (not the deep one). Cost is $100 bucks in CA.
If the mandates come, cancel and refund.
