You don't need to boot into Windows to install Linux.

 

You need to access the BIOS and change boot order to point to USB/UEFI and NOT USB/Legacy.

 

You'd also do well to actually open the laptop up and replace the CMOS battery.

BIOS settings changing on their own makes me think it's dead.

If complaining about UEFI vs MBR, you need to access the BIOS and disable SecureBoot and point boot order to USB/UEFI with the live USB plugged in.

 

What is the exact model of the problem machine?
