There's the thought too that Snowden was cabal bait to entrap Putin in some way.
ASAIK, Putin has given him a safe place to stay, but has not sought to get involved in either taking whatever information Snowden might have offered to him, or attempted to confiscate anything of Snowden's.
Putin has kept Snowden at a healthy arm's length.
