You're describing every city council and planning commission in the world. As you move up to county/state/federal, the graft just gets bigger. Houston is famously corrupt. They wanted my families land so badly they tried to tax us off of it with paving assessments. They put in unnecessary curbs, gutters, sewers etc and taxed the shit out of us. We hung on, but just barely.
The same county took most of the farm during the depression for want of $26 in taxes.
