We know that before access was closed off, multiple outside "contractors" were given access to the NSA data.
That access was/is a highly valuable commodity.
The question to be asked by the Inspector General is whether that access was granted as a result of payment, whether in cash or in kind.
How much and to whom, is the question. It is now impossible to believe that those gatekeepers who were responsible for granting access did it without a "quid pro quo"
