That is because the lower court already ruled, and deemed vaccine mandates unconstitutional.
There would be no point in making a "religious exemption" if the lower court already has stated that mandates are unconstitutional. "religious" or not, it would be covered by the lower court's decision.
The Biden administration is ignoring the lower court, so there will likely be another suit brought against Biden in the supreme court at a later date. For now the lower court's decision stands.
