The way Dr. Zelenko tells the story, Pres. Trump issued an EO to provide HCQ to the population, but the EO got blocked somewhere along the way. This MIGHT have been mentioned in the first link, but I could not find that mention while doing a quick scan of it.
I looked for an EO that mentioned HCQ or hydroxychloroquine, but I could not find one. There was a more general order that talked about stock-piling stuff, but no specific mention. Robert Kennedy Jr. wrote in his recent book that the governments actually did grab up available HCQ early on and kept it from us in warehouses, not to be released to the public.
