The logic is that it was HRC that was arrested that day, and they would not have done it for something minor. And since they did it as low key and unobtrusively as possible (and very well I might add), it was clearly felt that it was best to deal with her under the radar, including potential punishment.

Dark side did not remove her…she IS/WAS the dark side. It follows that the white hats would be the ones controlling those doubles, the reason being to force the ugliness of the dark side to the fore, as part of the script. Who specifically among the white hats would be controlling the HRC character? IMO it makes no difference, as long as they are true to the light, and working within the white hat command structure. We may never find out, and it could well be true that this is best for all.
