Pretty common in communicating with ATC although I never really used that phrase per say. "Roger That". Maybe I did but ATC is usually issuing clearences and it wasn't good radio technique to just say Roger without confirming the clearence. Most of the time is kind of like an advisory kind of thing where ATC would tell you something and a quick reply could be Roger That. Me Too, Okay etc…….
