basic tutorials for these programs exist on yt, you can even prob search for the type of things you want to try to create for tutorials. Also check a place called deviatart for image tutorials. I know the place has always been a little crazy but when it comes to free tutorials its one of the better ones still. Especially for photo manipulations. It also gets easier with a tablet and not a mouse. But again that is an investment.

oh that is easy. Ms paint has a nice extraction feature that i use sometimes. Otherwise i just do the lasso and erase technique and paint over as needed. Then some color shifts to get the lighting right using what is usually called levels and then to make it a little more cartoony you can use features that are usually called threshold to tinker with it.
