Because it wasn't ever supposed to come out and be subject to an actual investigation. They just wanted enough suspicion of guilt to convince the courts and anyone not completely corrupt within the system, so they could get and use their wiretaps.
And they wouldn't have needed even that if Rogers hadn't shut off the NSA -Fusion GPS spigot in March 2016.

THIS big of a conspiracy would seem to be too hard to keep quiet forever.
There isn't THAT much money flowing to them, versus what someone would be willing to pay to get that story. Think of the book revenue alone.
