any lawfags in here?

I know my way around the court room pretty well, but Public records as evidence are not allowed unless someone swears a decleration under purgery, or can they just submit them and not say anything, it seems like somone would need to be held accountable for anything filed to court record, can public records be hearsay if they are not authenticated by somone in the case ?
