Workers quitting and forcing companies to reevaluate and rescind mandates is what has been effective. If the government wants to build a society that enforces shots, create an alternate society. We're going to need to go there anyway when the current bullshit is cleaned up.
Trump always said no mandates. Personal choice. Travel has always required vaccinations, depending. If you want the US to compete on a world stage business-wise, and other countries demand a vax for entry, then you need to offer a vax. Might as well do it yourself, too, which is what he did.
