IMO: Virginia wouldn't be a great a witness against Ghislaine for a few reasons:

She has SO MUCH material out, bc of prev. cases, including against Ghislaine, that it wouldn't be difficult to destroy her testimony.

She did quite a bit of recruiting herself that probably didn't stop when she reached the age of majority and accountability.

It's good to bring in somewhat new testimony and demonstrate that the operation was not limited to VGR and one or two other girls.
