Romans 13:1-7 does not contain any such proviso. It is a blanket statement: government authorities are to be obeyed because God put them there, PERIOD. Read it again:

I am generally on board when the Bible says to lean not on your own understanding, meaning to not let intellectual pride get in the way of receiving wisdom. But Romans 13:1-7 is unequivocal. If you believe that the Bible is the inerrant Word of God, in its totality, then that passage is telling you that you must obey Potato and the UN crazies. It just is what it is.
