Might be a situation where he knows the goal, the general deployment outline (make sure it's legal), but not the specific day to day operations.

 

An example would be the General wants a village taken, knows the reason why and the general tactical plan, like air, sea or ground, demands that the operation follow the rules of war, but doesn't know the actual situation on the ground during the mission. Leaders on the ground make the immediate tactical decisions.

 

Remember the Trump statement early on when he, supposedly, got a call from a commander somewhere asking about taking a village, I think, and Trump asked him if he thought it was the best thing to do, the commander replied, "Yes sir", and Trump said, "Then why are you calling me?".

 

I think a lot of the Jan 6 shit is congress not knowing what was going on with such ops,nor do they know anything now, and are handing out subpoenas like lollipops to try to find some classified stuff about it.

 

There's nothing there, though, because Trump knew there were moles crawling around everywhere day to day in the White House, so he just signed off on the mission and just let the pros say, in Cheyanne Mountain, do their thing.
