Noticed in our F9 (you) from Q that Q used the word "'Explore,'" and it was the only time that word was used.
So we went to check out the Explorers Program.
This goes way back.

What these two launches, which were selected together, tells us is that they were looking for high energy x-ray signals presumably from neutron stars. Now, in addition, they're testing a rapid modulation x-ray device, which is used to create an x-ray communications system with gigabit bandwidth communication throughout the solar system.
So, what this seems to spell out is that the NICER satellite is intended to find x-ray communications in space or sources thereof.
And it was ten months later that they launched the TESS satellite to find exactly which exoplanet said communications might be coming from.
They are looking for a planet that supports life and emits/receives high-energy x-ray signals for communications.
Beam of light.
That may seem far out there, but that was the sequence of events and what those satellites are designed to do.
Back to Earth though, this youtuber made an interesting observation about how the failed launch flubbed China's acquisition of the F9.
