ACLU Report: Detained Immigrant Children Subjected To Widespread Abuse By Officials
Immigrant children in the custody of U.S. border authorities allegedly suffered pervasive abuse ranging from insults and threats to physical assaults, according to documents reviewed by the American Civil Liberties Union.
A report released this week by the ACLU is based on more than 30,000 pages of documents obtained through the Freedom of Information Act. The documents, it says, "expose of culture of impunity" within U.S. Customs and Border Protection and the Department of Homeland Security.
In response, Customs and Border Protection issued a strongly worded statement in which it called the ACLU report "unfounded and baseless."

Trump threatens aid cut to countries that do not stop MS-13 gang migrants
BETHPAGE, N.Y. (Reuters) - President Donald Trump warned on Wednesday he was working on a plan to reduce U.S. aid to countries he says are doing nothing to stop MS-13 gang members from crossing into the United States illegally.
“We’re looking at our whole aid structure. It’s going to be changed very radically,” Trump told a roundtable discussion about the threat posed by the violent gang.
MS-13, or the Mara Salvatrucha gang, was founded in Los Angeles in the 1980s in part to protect immigrants from El Salvador and has since grown into a sprawling cross-border criminal organization. It has 30,000 members worldwide and 10,000 in the United States, according to the U.S. Justice Department.
Trump has made the fight against the gang a major part of his drive to stem the flow of immigrants illegally entering the United States.
Last week, he called gang members “animals,” drawing criticism from Democrats and the Mexican government. On Wednesday, he defended his description.
“I called them ‘animals’ the other day and I was met with rebuke,” Trump said at Wednesday’s event in the Long Island community of Bethpage, New York. “They said: ‘They are people.’ They’re not people. These are animals,” he said.
Trump was joined at the event by Deputy Attorney General Rod Rosenstein, who has drawn criticism from the president for his handling of a federal investigation into Russian interference in the 2016 presidential campaign.
Rosenstein said MS-13 gang members were preying on unaccompanied children who cross into the United States illegally, most of whom must be released from custody.
“Some develop gang ties,” Rosenstein said.
Trump heard an appeal for action against MS-13 from Evelyn Rodriguez, whose 16-year-old daughter, Kayla Cuevas, was killed by MS-13 gang members on Long Island in 2016.
“We should not be tolerating this behavior at all,” she said.
Trump did not give details on his plan to cut funding for countries from which MS-13 gang members originate, but said the penalties would be large. He also did not identify any countries by name.
“We’re going to work out something where every time someone comes in from a certain country, we are going to deduct a rather large sum of money,” he said.

Alleged MKULTRA Victims to File Lawsuit in Canada
A group of victims and family members affected by the CIA’s infamous MKULTRA program is planning to file a class-action lawsuit against several organizations for brainwashing experiments in Canada.
The lawsuit is being prepared by Survivors Allied Against Government Abuse (SAAGA). According to the group’s Facebook page, it will sue “several organizations who were guilty of or complicit in the brainwashing experiments that took place at Montreal’s Allan Memorial Hospital and The Douglas Hospital through the 1940’s, 50’s and 1960’s.”
The experiments at the hospital are fairly well documented. Scottish psychiatrist Ewen Cameron, with financing from the CIA under its MKULTRA program, subjected patients at the behavioral health center to electroshock treatments, experimental drugs such as LSD, and other controversial methods in an attempt to “de-pattern,” or wipe the minds of patients, then “re-pattern,” or reprogram them.
Some of Cameron’s victims suffered severe mental harm and were unable to function properly afterward. Symptoms included memory loss to the extent that they no longer recognized their own parents, or forgot how to use the restroom and how to speak.
Among the victims was Jean Steel, who was admitted to the Allan Memorial Institute in 1957 for manic depression and delusional thinking. Cameron allegedly subjected the 33-year-old to chemically induced sleep for weeks at a time, as well as electroshock, experimental drugs, and recorded messages played on repeat.
Steel’s daughter, Alison Steel, filed a lawsuit in 2015, according to Canada’s CBC news outlet, and in 2017 received an out-of-court settlement from the Canadian government of $100,000. In 1992, close to 70 patients were also compensated with $100,000 by the Canadian government for the abuses.
In the current case, close to 40 individuals met on May 20 in Montreal to discuss the class-action lawsuit, according to CBC. They are planning to request a public apology and compensation.
While part of the funding for the programs in Canada came through the CIA, they were also funded by the Canadian Health and Welfare Department.
The MKULTRA program has been a focus of heavy controversy for years. In 1973, the CIA destroyed many documents on the program, which was tied to bizarre and often abusive experiments on human consciousness.
A 1983 CIA document on the program, declassified in 2007, states that “because of reports that the Soviet Union may have developed the capability to affect human behavior through the use of drugs, the Agency initiated a program of research in this area called MKULTRA from 1953 to 1964.”
It states that much of the research was conducted with the drug LSD, and this part was often not classified. The more abusive programs, however, were kept secret.
The 1983 document states, “Other MKULTRA research was performed in a questionable manner; research and tests were conducted on individuals who were not witting that they were the subjects
of a research program and that they were being given a drug.” According to FOIA request website MuckRock, MKULTRA previously ran under MKDELTA and continued under projects BLUEBIRD and ARTICHOKE.

Their early morning visitors: masked police officers armed with automatic weapons. “Open up!” the officers shouted. Inside, the married couple hurried to get dressed and call their lawyer. “There were 10 of them, including plainclothes investigators,” Alyona, 35, tells Newsweek. “One of them was filming everything. The police’s tactics that morning were the type often used to detain dangerous criminals. But Anatoly isn’t a suspected terrorist, murderer or drug trafficker. Police arrested him because he and Alyona are members of the Jehovah’s Witnesses, a Christian evangelical movement known for its members’ door-to-door proselytizing. Jehovah’s Witnesses are also committed pacifists who historically have been persecuted by governments all over the world for their refusal to perform military service or salute the flag. Some of the most brutal repression took place in Fidel Castro’s Cuba, Nazi Germany and the Soviet Union.

In an internal memo, the White House considered whether to simply ‘ignore’ federal climate research
White House officials last year weighed whether to simply “ignore” climate studies produced by government scientists or to instead develop “a coherent, fact-based message about climate science,” according to a memo obtained by The Washington Post.
The document, drafted Sept. 18 by Michael Catanzaro, President Trump’s special assistant for domestic energy and environmental policy at the time, highlights the dilemma the administration has faced over climate change since Trump took office. Even as Trump’s deputies have worked methodically to uproot policies aimed at curbing the nation’s carbon output, the administration’s agencies continue to produce reports showing that climate change is happening, is human-driven and is a threat to the United States.
Catanzaro, who prepared the memo for a meeting of senior White House and agency officials that took place a couple of days later, asked whether the Trump administration should “consider having a firm position on and a coherent, fact-based message about climate science — specifically, whether, and to what extent, anthropogenic emissions of greenhouse gases are affecting the climate system, and what level of concern that warrants.”
The memo presented three options without endorsing any of them: conducting a “red team/blue team” exercise to “highlight uncertainties in climate science”; more formally reviewing the science under the Administrative Procedure Act; or deciding to just “ignore, and not seek to characterize or question, the science being conducted by Federal agencies and outside entities.”
It did not consider touting federal scientists’ findings.
Although administration officials did not adopt a formal policy in the wake of these deliberations, in practice they have largely ignored the findings of U.S. government researchers. As a result, these scientists have continued to sound the alarm on climate effects such as sea-level rise and wildfires — even as top Trump officials emphasize that they can neither endorse nor repudiate these findings.
