I unironically believe this. The greatest solution would be to offer a one time opportunity: renounce US citizenship and move to a West African Country and receive $50,000 stipend. It will remedy all claims of reparations via the one-time payment and chance to build a life away from systemic racism. If they are successful in builidng up the new nations or addign to it, the US will have successfully seeded a nation in Africa and may have constructed a new ally. Those who turn down the offer and stay cannot claim they were never offered. It is cheaper in the long run compared to the cost of government services and the crime burden.
There should also be a call to repatriate back to latin countries by latin american leaders. They should claim that their people in the US should return back to their respective country of origin. They should return with the knowledge and wealth that they've acculmulated in the US to build up their homelands.
