Why would Putin want to do that? There's only a downside to feeding into the Raging Russia narrative for little gain. What Putin must protect is the claim on Crimea, and especially the port of Sevastopol along with other military bases, plus naval access to the Black Sea from the Sea of Azov. It's a feint.
