Biden signs $768B defense bill, complains it won’t let him close Gitmo

President Biden on Monday signed a $768 billion defense spending bill that includes funds for a 2.7 percent pay raise for the troops — but lamented that it did not provide money to remove terror detainees from Guantánamo Bay.

Top Democrats have long advocated for the closure of the military prison at the US Navy base in Cuba, a drive that has been met with sharp pushback from Republicans.

In a statement, Biden argued that two sections of the bill barring the use of federal funds to transfer detainees to certain foreign nations or the US unless specific conditions are met “unduly impair the ability of the executive branch to determine when and where to prosecute Guantánamo Bay detainees and where to send them upon release.

“In some circumstances these provisions could make it difficult to comply with the final judgment of a court that has directed the release of a detainee on a writ of habeas corpus,” added the president, who urged Congress to “eliminate these restrictions as soon as possible.”

The president also took issue with provisions in the bill requiring reports on the amount of US military equipment destroyed during the chaotic withdrawal from Afghanistan, as well as the threat posed by Iran-backed militias in the Middle East.

Biden complained that such reports “will, in the ordinary course, include highly sensitive classified information, including information that could reveal critical intelligence sources or military operational plans.”

However, he promised to provide the information “with due regard for the protection from unauthorized disclosure of classified information relating to sensitive intelligence sources and methods or other exceptionally sensitive matters. I believe the Congress shares this understanding.”

The sprawling plan, which includes $25 billion more than the White House had requested for defense spending, passed the Senate by a vote of 89-10 on Dec. 15. A week earlier, it had passed the House by 363-70.

The bulk of the funds — 96 percent — are allocated to Department of Defense programs with another $27.8 billion allocated for Department of Energy national security programs and the remaining $378 million for additional defense-related matters.

The legislation also provides $300 million to the Ukraine Security Assistance Initiative to assis

China Penalizes Alibaba for Not Colluding on Major Cyber Security Vulnerability.

In starkly reminiscent behavior of the early COVID-19 cover-up attempt, the Chinese Communist Party has slammed one of its own nation’s leading companies, Alibaba, for reporting a highly threatening software vulnerability to the world.

The latest computer vulnerability known as “Log4Shell” has caused havoc in the world of cyber security over the past few weeks, being described as one of the most severe threats in recent years.

The vulnerability – first discovered by Chinese firm Alibaba’s security researcher on November 24th – allows hackers to gain access to the affected servers or devices and control them remotely. The piece of software affected is used by numerous tech giants like Amazon, Google, Microsoft, and Apple, and is used in many devices such as televisions, cameras, moderns, routers, and more.

In the December 10th, after Microsoft acknowledged the flaw in their Minecraft game. Ever since, countries have been issuing red alert warnings over the threat level.

Now, Alibaba has been suspended by the Chinese Communist Party’s National Network Security Information Sharing Platform, for not complying with the countries newly drafted rules. The Ministry of Industry and Information Technology appears to be making an example of Alibaba over its transparency by suspending its partnership with the company in the field of cloud technology for six months while reassessing the long-term partnership.

Founded in 1999 by avowed Chinese Communist supporter Jack Ma – now believed to be out of the good graces of the regime – Alibaba is effectively China’s answer to Amazon.

According to the officials, Alibaba was required to report on this incident first to the Chinese state within two days of the discovery, which it failed to do. Instead, the security researcher at Alibaba shared the information with the Apache Software Foundation and ultimately likely saved many companies from substantial damages and financial costs.

China’s Cybersecurity Law, passed in September 2021, introduced strong guidelines on how service providers are expected to report vulnerabilities, using centralized systems and tools. The new framework converts foreign research and vulnerability discovery into a defensive capability since it requires all companies to report exposure incidents within two days to the Ministry of Industry and information Technology (MIIT) – if they want to continue to do business in China.

Not only does this give China a head start over its counterparts, but also force-transfers newly discovered information to the Chinese Communist Party, even before the affected software company could patch any given vulnerability.

Judge rules Catholic Church vicariously liable for Ballarat paedophile priest Bryan Coffey's abuse 50 years ago

A man has successfully sued the Catholic Church after a court found it had vicarious liability for sexual abuse he says he suffered from a notorious priest 50 years ago.

Key points:

The Catholic Church has been found liable for its priest's abuse of a five-year-old boy in 1971

The ruling is believed to be the first of its kind in Australia

Other victims of the priest were compensated out of court this year

The Victorian man's lawyers believe it is the first such ruling in Australia.

Father Bryan Coffey was convicted in the Ballarat County Court in February 1999 of multiple counts of sexual assault against other children, and was given a three-year suspended sentence.

He died in 2013.

The man told the Victorian Supreme Court that Coffey had sexually abused him at his parent's Port Fairy home on two occasions in 1971, when the assistant priest was visiting.

The victim was five years old at the time.

He claimed damages for pain and suffering, lost earnings, medical expenses, exemplary damages and aggravated damages, related to the priest's position in the community, and the fact that gave him access to his home to commit the offences.

The court heard the man's life had been difficult and he had problems at school, where he says a female teacher was physically abusive to him. Both of his parents were killed in an accident when he was a young man.

He said he had long suffered bouts of depression, which he attributed to the abuse.

Syria condemns ‘unprecedented escalation’ by Israel

The Syrian government has sharply denounced an Israeli plan to double the population of Jewish settlers in the occupied Golan Heights – captured from Damascus in 1967 – arguing the move is fomenting tensions.

In a statement on Monday, the Syrian Foreign Ministry rejected the latest Jewish settlement expansion plan, arguing it is a violation of international law.

“The government of the Syrian Arab Republic strongly condemns the unprecedented dangerous escalation by the Israeli occupation authorities in the occupied Syrian Golan and their persistence in settlement practices and massive and systematic violations that amount to war crimes,” the ministry said, accusing Tel Aviv of “confiscation of land and property” and the “theft of natural resources” in the occupied region.

The Israeli government approved the $317 million settlement plan over the weekend, aiming to double the number of settlers in the Golan Heights over the next five years with investments into housing and infrastructure. Officials hope to encourage around 23,000 new settlers into the area, which Israel has occupied since the Six Day War in 1967, during which it also captured Gaza, the West Bank and parts of the Sinai.

Republicans move to ban federal funds to states, cities that allow non-citizens to vote

Several liberal municipalities from San Francisco to New York have moved to allow non-citizens to cast ballots in local elections.

Sen. Marco Rubio, R-Fla., is leading a coalition of Republicans in Congress to sponsor legislation that would ban federal funding to states or localities that allow foreigners to vote in U.S. elections.

The new legislation, dubbed the Protecting Our Democracy by Preventing Foreign Citizens from Voting Act, was introduced after many liberal municipalities from San Francisco to New York have moved in 2021 to allow non-citizens to cast ballots in local elections

"It's ridiculous that states are allowing foreign citizens to vote," Rubio said. "However, if states and localities do let those who are not U.S. citizens to vote in elections, they shouldn't get U.S. citizen taxpayer money."

The measure is being cosponsored by GOP Sens. Steve Daines of Montana, Thom Tillis of North Carolina, John Kennedy, of Louisiana, Rick Scott of Florida and James Lankford, R-Oklahoma.

Rep. Jeff Duncan, R-S.C., plans to introduce companion legislation in the House.

"Voting in this country is a right that should solely be limited to American citizens. Allowing non-citizens or illegal immigrants to vote, even if only in state or local elections, gives foreign nationals influence on some of the most important decisions impacting our families, our rights, and our representation in government," Duncan said.

Daines said he was concerned that "far-left states and cities have moved to disenfranchise Americans by allowing non-citizens to participate in our elections."

Kennedy said the move toward non-citizen voting makes a mockery of U.S. citizenship."

The proposed federal law comes a few months after Georgia Secretary of State Brad Raffensperger proposed an amendment to his state's constitution banning non-citizen voting in his state.

"From New York City to San Francisco, more and more extreme liberal jurisdictions are extending voting to non-citizens," he told Just the News. "Citizens-only voting has overwhelming bipartisan support."

Rubio's new bill would prohibit federal funds from going to any state or local government that allows foreign citizens to vote in any federal, state or local election and require all state or local government to certify they do not allow foreign citizens to vote when apply or federal funding.

The issue of non-citizen voting first came to a boil at the end of the 2018 Georgia governor's race, when Democrat Stacey Abrams suggested the "blue wave" of voters she hoped would put in her office included the "documented and undocumented," the latter a liberal preferred term for illegal aliens.

Republicans from eventual winner Brian Kemp to President Donald Trump alleged she was calling for foreigners to vote. Abrams denied it, saying she only meant that illegal aliens are part of the constituency she planned to represent and was not seeking ineligible voters to cast ballots.

But within two years, several liberal communities have begun the process of allowing non-citizens to vote in local elections. A 1994 congressionally-passed law prohibits non-citizens from voting in elections for federal officeholders.

In Vermont, the cities of Montpelier and Winooski, both with populations under 8,000, have approved allowing non-citizens to cast ballots in municipal elections for mayor, city council and school board.

San Francisco, nine cities in Maryland and two communities in Massachusetts have all approved noncitizen voting, although the latter are still awaiting state legislative approval. And Chicago, New York City and Los Angeles are also moving forward with plans to allow foreign citizens to vote in local U.S. elections.

New York's City Council voted earlier this month to allow 800,000 non-citizens lawfully residing in the city to vote in municipal elections.
