My understanding it was a son of a Peoples Liberation Army general, Shen Jun (son of PLA Gen. Shen Rongjun) was given the telemetry to improve Chinese missile accuracy after multiple failed Chinese satellite launches. Result was the Chinese DF-31 ICBM.
