My guess. It's just a show (and part of the plan).

It all went to fast and to silent for the vast majoity of the population.

Now POTUS and KJU can both make some noise so that ererybody has their attention.

And afterwards the peace treaty feels way more weighty. And KJU keeps his "face".

Everybody will be happy and satsfied in the end.
