The Biden clan still needs to explain why a vice president’s son was enjoying a $50,000-per-month gig for which his principal qualification appears to have been his last name. But Joe Biden isn’t the only pillar of the Democratic establishment who won’t enjoy the new spotlight on American relations with Ukraine. And President Donald Trump isn’t the only one who wants a fuller accounting of that country’s role in the 2016 U.S. presidential election.

 

In a letter released on Monday morning, Republican senators Chuck Grassley of Iowa and Ron Johnson of Wisconsin ask U.S. Attorney General William Barr if he’s trying to answer the lingering questions:

 

We write to follow up on Senator Grassley’s July 20, 2017 letter, which highlighted brazen efforts by the Democratic National Committee and Hillary Clinton campaign to use the government of Ukraine for the express purpose of finding negative information on then candidate Trump in order to undermine his campaign. That letter also highlighted news reports that, during the 2016 presidential election, “Ukrainian government officials tried to help Hillary Clinton and undermine Trump” and did so by “disseminat[ing] documents implicating a top Trump aide in corruption and suggest[ing] they were investigating the matter[.]” Ukrainian officials also reportedly “helped Clinton’s allies research damaging information on Trump and his advisers.”

 

The senators aren’t relying on reports from conservative bloggers. The quotations come from a 2017 story in Politico, hardly a pro-Trump outfit. “Ukrainian efforts to sabotage Trump backfire,” read the headline on the article by Kenneth P. Vogel and David Stern. “Kiev officials are scrambling to make amends with the president-elect after quietly working to boost Clinton,” said the subhead of the article, which was published shortly before Mr. Trump’s inauguration.

 

The authors reported that Ukrainian government officials “helped Clinton’s allies research damaging information on Trump and his advisers” with the goal of “advancing the narrative that Trump’s campaign was deeply connected to Ukraine’s foe to the east, Russia.”

 

With the benefit of hindsight and the results of the Mueller investigation, it’s now clear that there was no evidence of Trump campaign collusion with Russia. What is not clear and what demands further investigation is how this baseless claim managed to consume the first two years of an American presidency.

 

Among the questions to resolve: the Politico story featured what appear to be contradictory statements about the level of help provided to Democrats by people who worked at the Ukrainian embassy in Washington in 2016. “Politico’s investigation found evidence of Ukrainian government involvement in the race that appears to strain diplomatic protocol dictating that governments refrain from engaging in one another’s elections,” according to the report.

 

The reporting certainly appears solid but one should not simply accept all the particulars of the Politico story as proven fact, just as—to take an extreme example—a reasonable person would not authorize the wiretap of an opposition political campaign based on a dispatch from Yahoo News. But the Politico piece may be helpful in figuring out exactly how the surveillance tools of America’s national security apparatus were turned against the party out of power in 2016.

After nearly three years and millions of tax dollars, the Trump-Russia collusion probe is about to be resolved. Emerging in its place is newly unearthed evidence suggesting another foreign effort to influence the 2016 election — this time, in favor of the Democrats.

 

Ukraine’s top prosecutor divulged in an interview aired Wednesday on Hill.TV that he has opened an investigation into whether his country’s law enforcement apparatus intentionally leaked financial records during the 2016 U.S. presidential campaign about then-Trump campaign chairman Paul Manafort in an effort to sway the election in favor of Hillary Clinton.

 

Ukraine Prosecutor General Yurii Lutsenko’s probe was prompted by a Ukrainian parliamentarian's release of a tape recording purporting to quote a top law enforcement official as saying his agency leaked the Manafort financial records to help Clinton's campaign.

 

The parliamentarian also secured a court ruling that the leak amounted to “an illegal intrusion into the American election campaign,” Lutsenko told me. Lutsenko said the tape recording is a serious enough allegation to warrant opening a probe, and one of his concerns is that the Ukrainian law enforcement agency involved had frequent contact with the Obama administration’s U.S. Embassy in Kiev at the time.

 

But the chief prosecutor, a member of parliament and a court seemingly have enough weight to warrant serious scrutiny of their allegations and an analysis of the audio tape.

 

Furthermore, the mystery of how the Manafort black ledger files got leaked to American media has never been solved. They surfaced two years after the FBI investigated Manafort over his Ukraine business activities but declined to move forward in 2014 for lack of evidence.

 

We now have strong evidence that retired British spy Christopher Steele began his quest in what ultimately became the infamous Russia collusion dossier with a series of conversations with top Justice Department official Bruce Ohr between December 2015 and February 2016 about securing evidence against Manafort.

 

We know the FBI set up shop in the U.S. embassy in Kiev to assist its Ukraine–Manafort inquiry — a common practice on foreign-based probes — while using Steele as an informant at the start of its Russia probe. And we know Clinton’s campaign was using a law firm to pay an opposition research firm for Steele’s work in an effort to stop Trump from winning the presidency, at the same time Steele was aiding the FBI.

 

Those intersections, coupled with the new allegations by Ukraine’s top prosecutor, are reason enough to warrant a serious, thorough investigation.

 

If Ukraine law enforcement figures who worked frequently with the U.S. Embassy did leak the Manafort documents in an effort to influence the American election for Clinton, the public deserves to know who knew what, and when.

 

In our interview, Lutsenko accused the Obama-era U.S. Embassy in 2016 of interfering in his ability to prosecute corruption cases, saying the U.S. ambassador gave him a list of defendants that he would not be allowed to pursue and then refused to cooperate in an early investigation into the alleged misappropriation of U.S. aid in Ukraine.

Douglas Band, the Clinton Foundation’s top executive, asked the state department if Clinton could meet with "our good friend" Bahraini Crown Prince Sheikh Salman. In 2009, Band told Clinton aide Huma Abedin to secure a meeting for a Lebanese billionaire who had also given millions to the foundation. That donor, Ronald Chagoury, controlled a development in Lagos where the State Department was considering constructing a consulate, according to CNN. (The consulate wasn’t built.)S. Daniel Abraham, a billionaire who gave up to $10 million to the Clinton Foundation, was also granted access to meet with Clinton, according to the released emails. (Abraham is also the head of the Center for Middle East Peace.)

A top Clinton Foundation executive left about 150 voicemails for state department aide Cheryl Mills over the course of two years, according to call logs obtained by Fox News.

While secretary of state, Clinton met with at least 85 donors who had given the foundation as much as $156 million, according to the Associated Press. And that’s just the ones we know about. (As the AP has pointed out, the State Department is stonewalling the release of Clinton’s schedule — meaning we probably only know a fraction of the actual meetings she held with donors.)
