I am not that familiar with the US law. But in the law of war manual some words are in "". For example "Unlawful combatants" (other words also). Why?

I see always the word person, never human… Why?

In the country/company I am living in, this kind of writings is important in every official correspondence . Maybe some of you can figure out, if this is in the US the same?
