Not really. Yes, the mob worked that way. They gave a cut to local law in the areas they worked. Mafia called it pay-offs'. The mafia does not exist any more. The government took all of the mafia's illegal money making activities while adding many worse activities (human trafficking, child trafficking, organ trafficking, etc.)
