If you look at the photo, above and to the right of the woman wearing a white knit hat there is a person with a fur lined hood and a bobble hat. They have a green bag strap over their right shoulder. It is the same person as in the "hand off" photo's only with the hood down.
Meant to say that he is the only person to appear in all three photo's.
Guy in black knit hat in "hand off" photo's looks more like Clapper but I doubt that these guys would do street work.
Just go to the originals now that you have a potential target.

I see the same guy as in the other two photo's walking to the left - which is the direction of where the other photo's were taken. It's literally just round the corner.
You obviously see a blonde walking in the opposite direction.
As a green strap over the same shoulder isn't the most common colour, I'll stick with my interpretation.
