Once you answer that question, then you have to ask what JA's purpose was for the tweet. JA's tweet is comms, but to whom? Did JA post it with or without prior knowledge of a launch?
Regardless of what one thinks about Snowden/Assange, it's obvious Q interfaced with them both at different times over the years. Snowden had help; lots of it. Assange was wanted by DS, so it would seem he's WH. PDJT, however, chose to let both "go to the courts" because there's always way more to the story than we're told; even with Q (nobody playing the game gets a pass). You could assume either/or for each character. It's that way intentionally, and a fun thing to think about during lulls; lol.
Look at every drop with "Snowden" in it. He's a spook; plain and simple.
Look at every drop with Assange. More to the story; and he obviously was scooped up by Q's folks (despite what you see on TV/internet). Candace interview, PDJT gives more info, though. Paraphrasing:
