That idea has occurred to me.
DPRK state TV has shown the same lips of Mig-21s, flam-throwing tanks, fast patrol boats, and charging soldiers for decades. If DPRK actually had nukes, they'd have long ago showed video and photos.
From Kim's perspective, it's awfully easy to give up something you don't have.
