Your point about partisan tactics is well taken fren, but IMO you need to expand your thinking beyond the need for any Federal control or restraint mechanism upon the States at all. If the filthy Washington money was excised from the purses of local and state gov'ts, the will of the electorate would be far more likely to prevail against organized corporatism.
