Dear Colleagues,

 

As you are likely aware, the Emergency Temporary Standard (ETS) for employers to implement a mandatory COVID Vaccination or Testing policy goes into effect on January 10, 2022. It is still being reviewed by the Supreme Court, however until that is decided the order is effective.

 

To comply, ASM America (ASMA) is implementing the attached policy effective January 10, 2022 until further notice. All ASM employees who work in the US (either are US based, or visiting to support ASM or a customer) are subject to the policy. In summary, the policy includes:

 

· Scope – In order to work on, or visit, an ASM site/office or a customer/supplier site, all ASM employees and temporary workers must be fully vaccinated or, if unvaccinated, must complete and provide a negative PCR test to ASM every 7 days.

 

o Exception – Employees who exclusively work remotely/at home do not need to comply until they visit an ASM/Customer site or meet with other personnel in an ASM work related capacity. When/if you come onsite, even for a one-time visit, the vaccination or testing requirements of this policy apply to you.

 

· Fully Vaccinated – Is defined as 2 full weeks (14 days) after receiving the final dose of a 2-dose Pfizer or Moderna mRNA series, or a 1-dose Janssen/J&J vaccination.

 

· Unvaccinated (or partially vaccinated) – If you are not vaccinated (either by choice or with an approved medical or sincerely held religious belief accommodation), and you work onsite at ASM, a customer, or a supplier, you must complete a PCR test every 7 days and provide the results to ASM. Testing protocols are described below.

 

o Partially vaccinated (1 dose of Pfizer or Moderna) is not fully vaccinated and subject to the testing requirements of this policy

 

· Customer Sites – If you work at a customer or supplier site, this policy applies to you and you must comply with ASM’s policy at a minimum, while complying with all stricter terms of the customer policy.

Proof of Vaccination

 

If you are fully vaccinated, you must provide proof of vaccination to ASM. Accepted forms of proof of vaccination are detailed in the policy. The Dayforce system will be used to collect the documentation. Instructions are attached to this email. The proof of vaccination must be in Dayforce before you are authorized to enter an ASM, customer, or supplier site. Once your proof of vaccination is submitted, you do not need to complete weekly testing. NOTE: Providing proof of vaccination does not authorize you to start working from the office if you are currently designated to work remotely/at home. We are still maximizing a remote work model until further notice.

 

Proof of Weekly Testing

 

If you are unvaccinated (or partially vaccinated) and designated to work onsite at ASM or a customer, the Dayforce system will be used to collect your documented negative test results weekly. Instructions are attached. In summary, if you are not fully vaccinated and are working at/visiting an ASM or customer site you must get a PCR test every 7 days and upload that documentation by 12:00PM Arizona/MST (11:00AM PST) on Fridays (Arizona time). The test must have been conducted in the 7 days prior to the Friday deadline, and must be a PCR test administered by an authorized testing site/location (e.g. medical clinic, pharmacy, mass-testing site). In light that antigen testing is showing to not be as accurate in detecting the omicron variant, and under this policy testing can be conducted any time during the 6 days prior to the Friday submittal deadline, ASM is only accepting PCR testing to minimize the risk of false negatives. The cost of testing will be covered by your insurance policy if you are under ASM’s UMR policies until further notice. If you are not under UMR, you can try to submit it under your other health coverage or submit an expense report for reimbursement. The time spent for testing is on personal time, or personal time off (PTO) may be used.

 

Weekly Reporting

 

The ASM People Department will run a weekly report on Friday afternoons for compliance to the testing requirements. Employees who have not submitted either their proof of vaccination or a weekly negative test will not be authorized to come onsite to either ASM or a customer/supplier. Their manager will be notified Friday afternoon and will be responsible for notifying the People Department when the employee has submitted their documentation. The employee is not authorized to return until cleared by the People Department.

 

Visiting or Infrequent Visits

 

If you are a designated remote/home worker, and have need to visit an ASM or customer site, permission to do so from your SMT member is required. All visits to the Phoenix University Building require Hichem M’Saad’s approval. Once your visit is approved, you will have to ensure proof of vaccination is in Dayforce, or you have a negative PCR test within 3 days prior to your visit uploaded to Dayforce.

 

The above is only a summary of the policy requirements and protocols. More details are provided in the attachments, which will be posted on the COVID-19 Website on the Intranet. Frequently Asked Questions (FAQs) will be maintained on the Intranet site as well.

 

This policy is effective January 10, 2022 until further notice, and the Dayforce system will be live on that date. Compliance with the documentation requirements of this policy must be completed immediately by applicable employees.
