Anyone know where the first "official" talk of vaccine passport was registered and which insitute/organisation/government that was behind it? I have found some on EU but dont remember if it was discussed earlier or in the 2010 paper..?

Thanks anon, but it implies it was started in 2019? Passport was discussed before that? Also have EU papers from 2019, but Im 100% I have seen earlier when reading a dig a year ago.
Really need to find some clues and have searched around and dont have my offline archive here. In the middle of a discussion on a plattform with a bluepiller telling the others in the discussion it was suggested in EU because of measles…..
Was thinking more about the planning of the vax passports before the pandemic not the rollout, but not as far back as WC book. But thanks for the reminder.
Can't belive I am the only one who remember papers from before 2017 about vax passports. either I have gone mad the last years (not unlikely given the happenings.. KEK) or the Hive Mind is haveing a sunday resting day…
