That is probably Aurora. Notice that the intakes are in the center. SR 71 had intakes out on the wings and had an engine stall problem because of it.
Since they're cutting wing pieces off of one, this probably indicates they are scavenging them for other birds in service and that they are no longer being manufactured.
Tomcats in the pic also means that this was sometime before almost all the tomcats were scrapped a few years back.
