I am thinking they needed people to do the breaking in and rowdy stuff to get into the Capitol. That's why you are finding government officials infiltrated. They knew Trump supporters wouldn't just break into the People's House like that. Some knowingly had roles that day…and some unknowingly were put right in the middle after the Capitol Police waved them in.
