There are people competent enough to make those adjustments. Most may be privileged, though, so there's that barrier starting out.

This case is the most blatant example of how some people can't function in a trust society, which doesn't require subway track barriers, since this may be mental health related. There are many more subtle examples of people who have to resort to some sort of threat or trickery because they are not talented to function at the level a modern society demands, and can't come to terms with a niche they can operate cooperatively in, since it's below their dignity or some such horseshit.
