>all appearances in the human realms are to be taken as expressions of the will of the most powerfully willful humans

that is a baseless assumption and strikes me as terribly naive. from my experience, the beings with the most powerful wills are aloof from the tawdry drama of lesser beings, and do not sully themselves thru contact.

>Yes, in the way that a rancher is to the minor goings-on amongst his cattle or sheep.

no, more like in the way that an adept or a who master lives alone in an inaccessible cave high in the himalayas, avoiding all contact with other humans.

>Consciousness affects reality.

that actually has nothing to do with Heisenberg's uncertainty principal. "consciousness creates reality" is generally referred to as the Copenhagen Interpretation of quantum mechanics. the uncertainty principle simply states that it is impossible to simultaneously know both the absolute position and absolute velocity of a particle. you may know one or the other, but NOT both.

>Ranchers is a much more apt metaphor for wizards trying to sew up a global transhumanist technocracy.

maybe. maybe not. it does NOT make them the humans possessed of the greatest force of will. when they can levitate, or physically dematerialize and re-materialize elsewhere, let me know.
