To be subject to, or to submit to, is not the same as "obey".
The word "obey" appears nowhere in Romans 13
This is why the apostles disobeyed authorities. They are called to "obey" only righteousness, which is of God.
However, as "subject" to that earthly power, they did not resist the punishment that ensued, and instead "submitted" to it, as did Christ Himself.
