This has happened before and discussed. It was the consensus that it was vehicles in the driveway with the headlights reflecting off the windows due to the angle of the camera to the building. The flashing lights in this case, I am assuming, would be from a passing security vehicle with the scatter bar turned on. It seemed it would be passing to fast for someone inside to be going room-to-room, unless they were running.
Most likely security or SS.
