Anon, the initial greek is πραεῖς, used to describe a horse that had been broken-in among other similar usages.
A horse has great power, but it is power under restraint and self-control. A horse could easily kill you if it wanted, but it controls it's power. Meek in the Scripture does not mean what it does now.
