Basically: the symbolism replacement is: when journalists use "nuclear" replace with "blackmail."
I.e., a "nuclear threat" comes out, and the next day someone is blackmailed.
So, they're "reporting" on a "blackmail threat" – either, a warning to those involved, or a go signal.
