Someone wrote a SM post, Kitizinger, I think, saying Epps was not a member of any law enforcement agency. That's weasel talk, to me, meaning he was working with an outfit that was not considered law enforcement.
My take is Epps is guilty of inciting, but I don't know just who he was working for. What would not be considered law enforcement? Military or National Guard, for one, but I'm not sure how that would fit. Could it be something like Capitol Police have a special status and are not considered law enforcement. for example. Is SS considered law enforcement?
