We have an Ebaker, not a baker. What's the problem
If a Baker refuses to collect notes, that is called an Ebake. If a Baker that WILL collect notables is baking, that's called 'BAKING'.
This Baker is frying the notables by not collecting but holding on to the Bakery and not letting a Baker that will do the job bake.
That's not right BO
How is relieving a baker that is trashing the notables not right?

So Dart, the problem I'm having is that the current baker does this a LOT - the current baker holds the bakery without taking notes, then gets any notes the baker can grift from anons and we end up getting rush hour breads with SHIT NOTES. You can't let a defacto EBaker hold the bakery and not take notes when there are other bakers willing to do the full job.
The current baker has been using this shit against the board for years.
Ebakers shouldn't be able to hold the bake
Ebakes by and large create shitty notables and delay the aggregator feeds.
Right now the anon baking this bread is EBaking (not taking any notes). A Baker SHOULD be able to relieve an EBaker.
Back to the EBaker - Notes are the working currency of the board. Ebakes won't cut it.

Here's the problem with making a Baker not taking notes a Baker. If Baker gets to the end of the bread and no notetaker picked up notes, the Baker just became an Ebaker and the anons notables are not produced.
If there is a baker willing to take notables the baker that is not willing to take notables is to be relieved. Pretty simple when you prioritize anons and notables before baker's feelings.
Stop trying to guess who anons are. It defeats the purpose of anon. OSS is not anon.
