Reminder, after 911 steps were taken to Protect Critical National Infrastructure. Physical, Industrial, and Cyber Security. They even added a pre-condition to the Rules of Deadly Force in it's protection. This covered Water, Power, Communications, etc…
So when it happens it was deliberately ALLOWED.
