Went in search of fauci's NIAID organizational chart. The chart for the director (fauci) looks pretty 'normal'. But when you click the link for the entire NIAID - holy crap. Nine pages. It wouldn't be difficult to hide whatever you wanted/needed to hide with this much bureacracy.
