You can choke off JIT supply traffic by blocking the Venlo NL crossing into Germany, which the Antwerp/Rotterdam trucks use, and the Salzburg A crossing into Germany, which would stop the Brenner and Southeastern Europe JIT supply.
I know the Venlo crossing was never closed during the big 2020 border closures. Not sure about Salzburg, but I think it was always open. Really can't close those down.
