The ICC cannot take jurisdiction unless or until it can be demonstrated that the local authorities cannot or will not investigate the crimes and bring them to trial. It is one step of many before the ICC can take the case.
But yes. It is a real case and it is proceeding.
They have to allow the Met a "reasonable" amount of time to conduct a full investigation. As the case was FILED with the ICC, I would imagine that the Met has to submit reports concerning their investigation and their actions to the ICC.
