Why wasn't that bridge replaced?
I worked for a firm in the 80s that had the contract to survey the Pennsylvania bridges and I can tell you there were a lot of horror stories in those surveys. All those bad bridges were supposed to be replaced a long time ago. I'm curious how that one was missed.
