I'm assuming such designations could be classified as well, so by this there is no way to tell if he has been ordered protection. However, the article seems to indicate they were across the street conducting surveillance. This looks like an investigation to me. If they were protecting they would be on the property, no?

The use of discretion would depend on many factors, not the least of which is what stage they are in. They could've been conducting an investigation for months or even years.

But we can't know for sure. It just doesn't seem like a protection detail, but I'd defer to an actual LE fag.
